That is an unrelated issue. Most German credit cards only support “Online PIN”, for example used by ATMs, as authentication method, but not “Offline PIN” that is very prevalent in the US, the UK, the Netherlands or Sweden.

Only a hand full German CC support Offline PIN before defaulting to signature, the most notable ones probably being DKB and N26.

There was a great website that compiled this information for all available credit cards, but unfortunately it seems to be offline right now (http://emv.maxontour.com/).

Real Debit Cards still have a lower acceptance rate than credit cards at some points of sale.
